The Fiscal Federalism, Decentralization and Resiliency-Building project brings together leading expertise on governance, leadership and organizational effectiveness to assist in institutionalizing Iraq`s 2005 Constitution and helping Iraq to become a stable and federal democracy with sustainable economic growth.
This team is working with the... Federal Government of Iraq (GOI), the Kurdistan Regional Government (KRG) and the provinces to adapt the best practices, relationships, and institutions of federal states to help transition the country from a highly centralized form of government to a federal parliamentary democracy.

Capacity building is the process by which individuals, organizations, institutions and societies develop abilities to perform functions, solve problems, and achieve objectives at the individual, institutional and societal levels.Every successful nation understands the significance of building the capacity to effect change and fulfill its mission. 
The 2011 UN General Assembly Resolution on women’s political participation illustrates that women in every part of the world continue to be largely marginalized from the political sphere, often as a result of discriminatory laws, practices, attitudes and gender stereotypes, low levels of education, lack of access to health care and the disproportio...nate effect of poverty on women. For the 2030 Goals to be adequately achieved, Governments must address the needs of, and provide a voice for, all their citizens.
In Iraq women have specific policy and programming needs and remain under-represented in government. Hence, the IoG is undertaking a stream of programming aimed at addressing these issues and imbalances.  Working with a wide range of women and advocacy groups, as well as women empowerment training in Iraq and in Canada will build the capacity of Iraqi women to lead and drive change.
